Georgia Dream vs. VA Loan (2026)

Which is better for Georgia veterans — and what is the Peach Select VA Program?

Georgia has a unique advantage other states don't: a dedicated VA loan tier called Peach Select that offers an even lower rate than the standard Georgia Dream program. This guide compares all three options — Georgia Dream PEN Choice, federal VA loan, and Peach Select — with real numbers and real scenarios.

This is Post 2 of 2 in the Georgia Hero Loan Series. Read Post 1 for the complete overview of Georgia Dream, PEN Choice, Atlanta city programs, and eligibility details before comparing these options.

The answer most Georgia veterans don't know: Georgia has THREE options for veterans — not two. Federal VA loan (5.75%), Georgia Dream PEN Choice ($12,500 DPA), and Peach Select VA Program (initially 5.00% — lowest available rate in Georgia). Understanding all three and how they interact is essential for Georgia veterans.

Georgia's Three Options for Veterans — Overview

Important: Georgia Dream PEN Choice and the Peach Select VA Program cannot be used simultaneously — borrowers must choose one Georgia Dream product. However, either can be stacked with Atlanta city programs (Atlanta Housing DPA, Invest Atlanta AAHOP) and the Homes for Heroes network.

Peach Select VA Loan Program — Georgia's Hidden Gem

Launched March 15, 2024, it is a Georgia Dream initiative exclusively for veterans — offering a VA loan at a rate below both the standard federal VA rate AND the standard Georgia Dream rate. The tradeoff: no down payment assistance is provided with Peach Select.

Georgia Disabled Veteran Property Tax Exemption — Don't Miss This

Georgia offers one of the most generous disabled veteran property tax exemptions in the Southeast. 100% service-connected disabled veterans receive a full homestead property tax exemption — $0 in property taxes. This benefit applies regardless of which home loan program you use and is separate from any DPA program.

Disability RatingGeorgia Property Tax BenefitHow to Apply
100% service-connected disabilityFull homestead exemption — $0 property taxCounty tax commissioner or assessor — bring VA award letter + DD-214
Any honorably discharged veteran$100,000 exemption on assessed value (additional)County tax commissioner — bring DD-214 and discharge documentation
Surviving spouse of veteranExemption may transfer — verify with countyCounty tax commissioner

Apply at your county tax commissioner's office after closing. Georgia homestead exemption ($2,000 standard + county variations) stacks with veteran exemptions. Apply for all exemptions you qualify for — most counties require annual renewal.

Real Buyer Scenarios — Based on Documented 2026 Situations

Names, employers, and identifying details changed for privacy. Dollar amounts reflect verified program rules and June 2026 rates.

Scenario A — Army Veteran, Atlanta Suburbs, $385,000 Home

Army veteran (no service-connected disability) · Non-hero profession (accountant) · First-time buyer · Income $88,000 · Credit score 706 · Purchasing in Marietta (Cobb County — outside Atlanta city limits)

An Atlanta-area veteran compared three options. His income ($88,000) exceeded the standard Georgia Dream Metro Atlanta PEN Choice income limit ($79,000 for 1-2 persons) — but he qualified for Georgia Dream Peach Plus (up to 150% AMI). A lender walked him through all three options.

Option A — Georgia Dream PEN Choice

Income $88,000 exceeds Metro Atlanta limit of $79,000 (1-2 persons)

Does not qualify for standard PEN Choice in Cobb County

Georgia Dream Peach Plus available — up to 150% AMI (~$120K limit)

Peach Plus: 2%–5% DPA at market rate (higher than 5.75%)

Could use Peach Plus — but higher rate than VA or Peach Select

Option B — Federal VA Loan Only

Rate: 5.75% · $0 down · No PMI

No income limits — qualifies at $88,000

VA funding fee: $4,813 (1.25% — financed)

No Atlanta city programs (Marietta is not City of Atlanta)

Monthly P+I: ~$2,196

Out of pocket: closing costs ~$9,625

Option C — Peach Select VA (Best)

Rate: 5.00% · $0 down · No PMI

Income limit: same as Georgia Dream — but he qualifies at $88K under Cobb County limits

No DPA — but lower rate saves $171/mo vs. standard VA

30-year savings vs. standard VA: ~$61,560

Monthly P+I: ~$2,025

Out of pocket: closing costs ~$9,625 · Monthly savings vs. standard VA: $171/mo

Result: Peach Select VA won for this veteran. The 5.00% rate saves $171/month and $61,560 in interest over 30 years compared to the standard VA loan. The $9,625 in closing costs was the only out-of-pocket expense — and was offset somewhat by the monthly savings within 4.7 years.

Scenario B — Navy Veteran/Firefighter, Atlanta (City), $342,000 Home

Atlanta Fire Rescue firefighter · Navy veteran (no service-connected disability) · First-time buyer · Income $71,000 · Credit score 691 · Purchasing within City of Atlanta

An Atlanta firefighter and Navy veteran had the most options of any buyer type — VA loan, PEN Choice, Peach Select, AND Atlanta city programs. His lender ran all four scenarios.

Option A — Peach Select VA

Rate: 5.00% · $0 down · No PMI

No built-in DPA — stack with Atlanta Housing hero DPA ($25,000)

Atlanta Housing DPA covers all closing costs

Monthly P+I: ~$1,635

Out of pocket: ~$500 (inspection only) · Lowest monthly payment

Option B — PEN Choice + Atlanta Housing DPA (Best Overall)

Rate: 5.75% FHA · $12,500 PEN Choice DPA

Atlanta Housing hero DPA: $25,000

Combined: $37,500 — covers down payment + closing costs + surplus

FHA MIP: ~$115/mo

Monthly P+I: ~$1,899 + $115 MIP = $2,014

Out of pocket: ~$500 · More cash in hand at closing from DPA surplus

Key insight: Peach Select gave the lowest monthly payment ($1,635 vs $2,014) — saving $379/month. But PEN Choice + Atlanta Housing DPA provided $37,500 in upfront assistance vs. $25,000 (Atlanta Housing only with Peach Select). Over 10 years, Peach Select's monthly savings ($45,480) significantly outweigh the $12,500 DPA difference. For long-term owners, Peach Select + Atlanta Housing is the best combination.

Scenario C — 100% Disabled Veteran, Augusta, $219,000 Home

Army veteran (100% service-connected disability) · No income limit concern · First-time buyer · Income $55,000 (VA disability income + part-time work) · Credit score 668

A 100% disabled veteran in Augusta had multiple extraordinary benefits stacked in his favor that most buyers — and many lenders — don't know about.

What He Was Quoted Initially

Standard FHA loan: 3.5% down ($7,665)

Rate: 6.25%

FHA MIP: ~$76/mo

VA funding fee: not mentioned (lender didn't know it was waived)

Out of pocket: ~$14,000 · Monthly: ~$1,485

What He Actually Qualified For

Peach Select VA: 5.00% · $0 down · No PMI

VA funding fee: WAIVED (100% disability) — saves $2,738

Georgia Dream PEN Choice: not chosen — Peach Select wins on rate

VA disability income: counts as qualifying income from day one

Georgia property tax: FULL EXEMPTION (100% disability) — saves ~$2,400/year

Monthly P+I: ~$1,175

Out of pocket: ~$500 · Monthly: $1,175 + $0 property tax = extraordinary savings

Result: The 100% disabled veteran's total package: Peach Select 5.00% rate + waived VA funding fee ($2,738 saved) + $0 property tax (saves ~$200/month = $72,000 over 30 years) + no PMI. His effective monthly housing cost was dramatically lower than any other buyer type. His original lender had not mentioned the funding fee waiver, the property tax exemption, or the Peach Select program.

Who Should Use Which Program?

Peach Select VA — Best Option

Veterans: Long-Term Homeowners, Income Above Georgia Dream Limits

5.00% rate is the lowest available in Georgia. No PMI, $0 down. Stack with Atlanta city programs for closing cost coverage. Best for veterans who plan to stay 7+ years — the monthly savings compound dramatically over time.

PEN Choice + Atlanta DPA — Best Combination

Veteran Heroes Buying in City of Atlanta, Within Income Limits

PEN Choice ($12,500) + Atlanta Housing DPA ($25,000) = $37,500 combined. Covers down payment + all closing costs. Best for heroes who need maximum upfront assistance and are within Metro Atlanta income limits ($79,000 for 1-2 persons).

Federal VA Loan — Best Option

Veterans Above Income Limits OR Buying Above $425,000

If your income exceeds Georgia Dream limits (~$79K–$97K) or purchase price exceeds $425,000, the standard federal VA loan has no income cap and a higher purchase price ceiling ($832,750). Stack with Atlanta Housing DPA if buying within city limits.

PEN Choice Only — Best Option

Non-Veteran Heroes (Teachers, Nurses, Firefighters, Police)

VA loan and Peach Select are veteran-only. Non-veteran heroes use Georgia Dream PEN Choice ($12,500) as the best available state program — stack with Atlanta city programs for additional savings. Complete 8-hour homebuyer education course first.

Warnings — What Goes Wrong When Comparing These Programs

Warning 1 — Peach Select and Georgia Dream Cannot Be Used Together

This is the most important rule Georgia veterans must understand. You cannot use Peach Select VA AND receive Georgia Dream PEN Choice DPA ($12,500) on the same purchase. They are mutually exclusive Georgia Dream products. Choose one or the other — then add Atlanta city programs on top if eligible.

Ask your lender to run both scenarios: (1) Peach Select 5.00% + Atlanta Housing DPA, and (2) PEN Choice 5.75% + $12,500 DPA + Atlanta Housing DPA. Compare total 5-year cost including monthly payments — the answer depends on your purchase price, location, and how long you plan to stay.

Warning 2 — Not Claiming VA Funding Fee Waiver for Disabled Veterans

Veterans with any service-connected disability rating may qualify for a full VA funding fee waiver — saving $2,700–$12,000+ depending on purchase price. Many Georgia lenders don't proactively ask about disability ratings. Buyers who don't mention their rating pay the funding fee unnecessarily.

At your very first meeting with any lender, say: "I have a service-connected disability rating. Does this waive my VA funding fee?" Bring your VA disability award letter. A 10% or higher disability rating typically qualifies for a full fee waiver.

Warning 3 — Not Applying for Georgia Property Tax Exemptions After Closing

Georgia's disabled veteran property tax exemptions are not automatic — you must apply at your county tax commissioner's office after closing. 100% disabled veterans who skip this step pay full property taxes unnecessarily. On an Atlanta-area home, this can be $3,000–$6,000+ per year in avoidable taxes.

Within 30 days of closing, bring your VA award letter and DD-214 to your county tax commissioner's office. Apply for both the standard Georgia homestead exemption and all applicable veteran exemptions. Applications are typically due by April 1 of the tax year — verify your county's deadline.

Warning 4 — Peach Select Rate Can Change — Verify Before Locking

The Peach Select initial rate of 5.00% was set at program launch. Like all Georgia Dream rates, it is updated periodically by DCA. The current rate may be higher or lower than 5.00% at the time you apply. Always verify the current Peach Select rate at the official DCA rate sheet before comparing with the federal VA loan rate.

Check current rates at DCA.georgia.gov/current-rates — updated every business day. If the Peach Select rate has risen above the federal VA rate, the standard VA loan may be the better choice.

How to Apply — Step by Step for Georgia Veterans

1
Get your Certificate of Eligibility (COE). Request at VA.gov or have your lender pull it electronically. Also check your disability rating — any service-connected disability may waive the VA funding fee entirely.
2
Check current DCA rates. Verify the current Peach Select rate AND the standard Georgia Dream rate at DCA.georgia.gov/current-rates. Both change on business days. This comparison determines which program makes more financial sense for your situation.
3
Find a lender who handles ALL three programs. Your lender must be both VA-approved AND a Georgia Dream participating lender to compare all options. Find Georgia Dream lenders at DCA.georgia.gov — then verify VA approval. Ask specifically: "Do you handle Peach Select VA loans?"
4
Complete homebuyer education if using any Georgia Dream product. Required for Georgia Dream PEN Choice AND Peach Select. Free 8-hour online course at eHome America or Framework. Veterans using only the standard federal VA loan (not through Georgia Dream) are not required to complete this course.
5
Ask for side-by-side comparison. Request your lender run all three scenarios — PEN Choice, Peach Select, and standard VA — with total monthly costs and 5-year/10-year total cost of ownership for your specific purchase price and location.
6
Apply for Georgia property tax exemptions after closing. Visit your county tax commissioner's office within 30 days of closing. Bring VA award letter, DD-214, and homestead application. Do not skip this step — especially for 100% disabled veterans.

Frequently Asked Questions

Can I use Peach Select VA AND Georgia Dream PEN Choice at the same time?
No — this is explicitly prohibited by DCA. Borrowers cannot simultaneously apply for or receive benefits from both the traditional Georgia Dream program (including PEN Choice) and the Peach Select VA Loan Program. You must choose one Georgia Dream product. However, either can be stacked with Atlanta city programs (Atlanta Housing DPA, Invest Atlanta AAHOP) and the Homes for Heroes network.
What is the current Peach Select VA interest rate?
The Peach Select program launched in March 2024 with an initial rate of 5.00%. Like all Georgia Dream rates, it is updated periodically by DCA. Always verify the current rate at DCA.georgia.gov before comparing — the rate may have changed since this guide was published. Check the official DCA rate sheet directly before making any financial decisions.
Does Peach Select VA count toward my Georgia Dream homebuyer education requirement?
Yes — Peach Select is a Georgia Dream product and requires the same 8-hour HUD-approved homebuyer education course as all other Georgia Dream programs. You must complete this course before receiving Peach Select financing. Veterans using only the standard federal VA loan (not through the Georgia Dream system) are not required to complete homebuyer education.
My income is above the Georgia Dream limit — can I still use Peach Select?
Peach Select uses the same income limits as standard Georgia Dream programs. If your income exceeds the Georgia Dream limits for your county (approximately $79,000–$97,000 for 1-2 persons in most Georgia areas), you do not qualify for Peach Select either. In that case, the standard federal VA loan (no income limits) is your best option — potentially combined with Atlanta city programs if purchasing within city limits.
Does Georgia offer property tax relief for veterans?
Yes — Georgia offers significant property tax exemptions for veterans. 100% service-connected disabled veterans receive a full homestead property tax exemption ($0 property taxes). Any honorably discharged veteran qualifies for an additional $100,000 exemption on assessed value. These exemptions are separate from home loan programs and apply regardless of which mortgage you use. Apply at your county tax commissioner's office after closing — they are not automatic.

Peach Select explained, side-by-side comparison, real scenarios for Georgia veterans

Bottom Line: Georgia veterans have three options — and Peach Select VA is the one most don't know about. At 5.00% initial rate (vs. 5.75% for both standard VA and Georgia Dream), Peach Select offers the lowest mortgage rate available in Georgia. The tradeoff is no built-in DPA — but Atlanta city programs can cover closing costs. 100% disabled veterans who stack Peach Select + waived funding fee + Georgia property tax exemption have the most powerful homebuying combination of any buyer type in Georgia. Always verify current Peach Select rates at DCA.georgia.gov before deciding — rates change on business days.
