Document Checklist for Hero Home Buyers — California 2026

The most common reason hero loan applications are delayed or denied is missing or incomplete documentation. This guide tells you exactly what to bring — by profession — before you apply.
This is Post 3 of 5 in the California Hero Loan Series. Before gathering documents, read Post 1 (statewide programs) and Post 2 (city programs) to identify which programs you will apply for — different programs require different documents.
Key insight: Firefighters, police officers, and nurses who fail to document overtime and shift pay correctly qualify for significantly lower loan amounts — sometimes $100,000–$150,000 less. This guide shows you exactly how to document variable income correctly.
Documents Every Hero Buyer Needs — Regardless of Profession
These documents are required for ALL California hero loan programs — CalHERO, CalHFA, VA loan, FHA, and conventional. Gather these first before any profession-specific documents.
- Government-issued photo ID Driver's license, passport, or military ID — must be current and not expired
- Social Security number For credit check and identity verification — lender will need this at application
- 30 days of most recent pay stubs Must show year-to-date earnings. All pages required.
- W-2 forms — last 2 years From all employers. CalHFA and VA both require 2 full years.
- Federal tax returns — last 2 years All pages including all schedules. Signed copies required.
- Bank statements — last 60 days All accounts: checking, savings, investment. ALL pages — even blank ones. A missing page causes a delay condition.
- Retirement/investment account statements 401(k), IRA, CalPERS, CalSTRS — most recent statement
- Gift letter (if receiving down payment gift) Must be from an eligible donor. Lender provides template.
- 12 months of rental payment history If renting — bank statements or landlord letter showing on-time payments
- Explanation letter for any credit inquiries in last 90 days Lender will ask for this if new inquiries appear on your credit report
- Explanation letter for any large deposits in last 60 days Any deposit over 50% of monthly income must be sourced and explained
- Homebuyer education certificate Required for ALL CalHFA programs. Complete 8-hour course at eHome America or Framework before applying.
- CalHFA Borrower's Affidavit & Certification form Provided by your CalHFA-approved lender
- CalHFA State Reporting Disclosure form Provided by your CalHFA-approved lender
Veterans & Active-Duty Military — VA Loan Documents
Pro Tip — Get Your COE First
The Certificate of Eligibility (COE) is the first document to obtain. Your lender can often pull it electronically in minutes using VA systems. If they cannot, request it yourself at VA.gov eBenefits portal — do NOT wait until you are under contract.
- DD Form 214 — Certificate of Release (Veterans) Member 4 copy preferred. Must show character of service and narrative reason for separation. One per service period. If lost, order at archives.gov — allow 2–4 weeks.
- Statement of Service (Active Duty) Signed by commanding officer, adjutant, or personnel officer. Must include: name, SSN, date of birth, entry date, lost time, and command name.
- NGB Form 22 + NGB Form 23 (National Guard) Report of Separation + Retirement Points Accounting. Plus activation orders if qualifying through active service.
- Certificate of Eligibility (COE) Lender can pull electronically. Or request via VA.gov eBenefits or VA Form 26-1880 (mail: 4–6 weeks).
- Leave and Earnings Statement (LES) — Active Duty Most recent 30 days. Shows base pay, BAH, BAS, and all allowances.
- Retirement/pension award letter (Retired Veterans) Shows monthly pension amount — qualifies as income from day one of retirement
- VA disability award letter (if applicable) Required if claiming VA funding fee waiver. Disability compensation qualifies as income AND waives the 1.25%–3.3% funding fee.
- Veteran's death certificate Required for surviving spouse eligibility
- DIC award letter OR VA Form 21P-534EZ Dependency and Indemnity Compensation documentation
- Marriage certificate Proof of marriage to the veteran

Teachers & Educators
Teachers have access to more programs than any other hero profession in California. Good Neighbor Next Door (50% off), Educators-DALP in SF ($500K+), CalHERO, CalHFA, and Homes for Heroes can all be stacked. Document your employment carefully — program eligibility depends on employer type and grade level.
- Current teacher employment verification letter On school district letterhead. Must show: name, position, employment start date, current salary, and confirmation of continued employment. For GNND: must confirm you teach PreK–12th grade full-time.
- Valid California teaching credential or certificate For CalHERO verification. Current credential from California Commission on Teacher Credentialing.
- Most recent union or district pay scale document Shows expected future salary increases — helps with loan qualification amount
- Proof of full-time employment at a PreK–12 school Must be in the school's attendance area or service area — verify with HUD before applying
- Signed GNND certification form Available from your HUD-approved agent. Certifies 36-month occupancy commitment.
- SFUSD employment verification letter Must confirm active employment with San Francisco Unified School District
- MOHCD-approved homebuyer education certificate SF requires 10-hour course (vs. CalHFA's 8-hour) — complete before lottery opens
- Summer school or extended contract pay documentation If you work summers — 2-year history required to count as qualifying income
- Coaching or extracurricular stipend documentation 2-year W-2 history required. Letter from employer confirming it is expected to continue.
Teacher Income Tip
Many teachers are paid on a 10-month schedule but can elect 12-month disbursement. If you are paid over 10 months, your lender will annualize your income correctly — but bring documentation showing your annual contract salary, not just monthly pay stubs, to avoid confusion.
Firefighters & EMTs / Paramedics
Critical: Firefighters and EMTs who do not document overtime correctly qualify for significantly less. A firefighter with $75,000 base + $22,000 consistent overtime qualifies at $97,000 income — not $75,000. The difference can mean $150,000 more in loan qualification. - Employment verification letter from fire department or agency On department letterhead. Must show: name, rank/position, employment date, base salary, and confirmation that overtime is a regular and expected part of employment.
- IAFF or union membership card (if applicable) Not always required but useful for CalHERO lender verification
- 24 months of pay stubs Must clearly show: base pay, overtime, hazard pay, shift differential, and working-out-of-class premiums separately. Fire departments typically have detailed records.
- W-2 forms — last 2 years showing total earnings Overtime must appear on W-2. Lender averages the 2-year total — not just current year.
- Employer letter confirming overtime is expected to continue This is the single most important document for maximizing your loan amount. Ask your battalion chief or HR department to write this on department letterhead.
- Proof of employment in the jurisdiction of the HUD home Must serve the locality where the home is located
- GNND occupancy commitment certification 36-month primary residence commitment — provided by HUD agent
- CalPERS or department pension award letter Shows monthly pension amount. First responder pensions qualify as income from day one of retirement — no 2-year history needed.
Overtime Income Documentation — Real Example
Police Officers & Law Enforcement
Same overtime documentation rules as firefighters apply to police officers. Off-duty employment (private security, events) qualifies as income after 24 months of documented history. Hazard pay qualifies if it has a 24-month documented history.
- Employment verification letter from police department On department letterhead. Must show: badge number or employee ID, rank, employment date, base salary, and statement that overtime is regular and expected.
- Current law enforcement certification or POST certificate California Peace Officer Standards and Training certificate for CalHERO verification
- 24 months of pay stubs showing all income types Base pay, overtime, hazard pay, shift differential, court overtime — all shown separately
- W-2 forms — last 2 years
- Employer letter confirming overtime is expected to continue From department HR or commanding officer. This is required to count overtime as qualifying income.
- Off-duty employment records — 24 months (if applicable) Private security or event work: 2-year consistent history required. Include employer letters from each off-duty employer.
- Proof you are a full-time law enforcement officer Must work for a law enforcement agency that serves the area where the HUD home is located
- GNND occupancy certification 36-month primary residence commitment
Nurses & Healthcare Workers
Important: Nurses and healthcare workers do NOT qualify for the Good Neighbor Next Door (GNND) program. They are eligible for CalHERO, CalHFA, Homes for Heroes, and all city-level programs. See Post 1 for full program details.
- Current California nursing license (RN, LVN, NP, etc.) Verify your license is active at breeze.ca.gov — CalHERO lenders check this
- Employment verification letter from hospital or employer Must show: position, employment date, employment status (full-time/part-time), and base hourly rate or annual salary
- Current employment contract (if applicable) Travel nurses and contract workers: bring your current contract showing term and rate
- 24 months of pay stubs showing all income components Base pay, night differential, weekend differential, overtime, and on-call pay shown separately
- W-2 forms — last 2 years
- Employer letter confirming shift differentials are ongoing Required to count differential pay as qualifying income
- 2-year history of travel nurse contracts Must show consistent employment in the same field. Gaps of more than 30 days may require explanation letters.
- Explanation letter for any employment gaps Travel nursing gaps between contracts are common — document them proactively
- Housing stipend documentation Travel nurse housing stipends are typically NOT counted as qualifying income — verify with your lender
Travel Nurse Tip
Travel nurses can qualify for a mortgage — but need a 2-year history in the same field and a current active contract or signed offer letter. Work with a lender experienced with travel nurse income. Most standard lenders are not familiar with travel nurse contracts and will undercount your income.
Document Mistakes That Delay or Kill Applications
These are the most common document errors in California hero loan applications — each one can add weeks of delay or cause denial.
Mistake 1 — Bank Statements With Missing Pages
If your bank statement has 4 pages and you only submit 3, the lender must request the missing page — adding days to your timeline. This is one of the most common causes of delay.
Mistake 2 — No Employer Letter for Overtime
Pay stubs showing overtime are not enough on their own. Without an employer letter confirming overtime is expected to continue, most lenders will not count it as qualifying income.
Mistake 3 — CalHFA Homebuyer Education Certificate Missing
CalHFA will not review incomplete files. Without the homebuyer education certificate, your entire application is rejected and goes back to the end of the queue.
Mistake 4 — DD-214 Is the Wrong Copy (Veterans)
There are multiple copies of the DD-214. Lenders need the Member 4 copy — which shows character of service. Other copies may not satisfy VA COE requirements.
Mistake 5 — Large Unexplained Deposits
Any deposit larger than approximately 50% of your monthly income in the past 60 days must be explained and sourced. Lenders need to verify it is not a secret loan that will affect your debt-to-income ratio.
